Jerry A. FoellmiJerry A. Foellmi, PE, President

Jerry Foellmi has been the President of General Engineering Company since 2000 and is the sixth president in the company’s 100 year history.  Mr. Foellmi is in his 33rd year at GEC. He is a registered professional engineer in Wisconsin and Michigan.

Mr. Foellmi holds a BS degree from UW-Platteville and has over 34 years experience in the wastewater industry.  He has been involved in virtually every wastewater treatment plant design at GEC since 1980.  His experience spans to all other facets of the water and wastewater areas of engineering because of GEC’s broad expertise in these fields. 

Jerry has made Portage his home and is involved with community and church projects in his off time. 

Kent E. FishKent E. Fish, PE, Senior Vice-President

Kent Fish is a registered professional engineer in the states of Wisconsin and Arizona and has worked for General Engineering Company for 20 years.  Mr. Fish has also designed and constructed approximately 150 custom homes.

Mr. Fish has a Bachelor's Degree in Civil Engineering from UW-Platteville and a Master's Degree in Structural Engineering from Iowa State University.  He was born and raised in Wisconsin on a farm in the Milton area.  He has been involved in many different kinds of projects including Building Design, Structural Design, Waterslide Design, Dam Design, Construction Management, Cost Estimating, Building Inspection, Dam Inspection, Expert Witness Litigation, and Site Planning and Design.

Mr. Fish is a Vice-President and Principal at GEC. He is involved in numerous charitable endeavors including Habitat for Humanity, Easter Seals, Portage School District, Pardeeville School District, and the United Methodist Church.  Kent and his four daughters reside in the Portage area.

Robert J. RothRobert J. Roth, PE, Vice-President

Robert Roth is a registered professional engineer in the states of Wisconsin, Minnesota, Michigan & Illinois and has worked at the office of General Engineering Company for over 15 years.

A UW-Platteville graduate (B.S.) in civil engineering, Mr. Roth has strong Wisconsin roots and farm background. He has worked within various engineering-related venues, obtaining experience in many facets of municipal consulting including environmental, planning, zoning and infrastructure design.

Robert is a Vice-President/Principal at GEC, a member of ASCE, and is locally involved in numerous charitable endeavors. His family resides in Portage, Wisconsin.

Bradley R. BoettcherBradley R. Boettcher, PE, Vice-President

Bradley Boettcher is a registered professional engineer in the states of Wisconsin, Ohio, Iowa, Tennessee, and Colorado and has worked at the office of General Engineering Company for over 14 years.

Mr. Boettcher is a UW-Platteville graduate with a Bachelor of Science degree in Civil Engineering. He has worked on numerous types of projects and in various arenas consisting of environmental, transportation, site/development planning, utility/infrastructure design, and municipal engineering.

Bradley is a Vice-President/Principal at GEC and is involved locally in numerous endeavors such as Cub Master for the Cub Scouts and coaching soccer. His family resides in Baraboo, Wisconsin.

Kory D. AndersonKory D. Anderson, PE, Vice-President

Kory Anderson is a registered professional engineer in the states of Wisconsin, Minnesota, Iowa & Illinois and has worked at the office of General Engineering Company for over 14 years.

A University of Minnesota graduate (B.S.) in civil engineering, Mr. Anderson has experience in many facets of municipal consulting including zoning administration, design, and construction.

Kory is a Vice-President/Principal at GEC, a memeber of CSI (Construction Specifications Institute), and is involved with various youth groups. He and his family reside in Portage, Wisconsin.

Mark E. JankowskiMark E. Jankowski, Director of Inspection Services

Mark Jankowski is certified in Wisconsin to perform both UDC and Commercial inspections as well as being a certified Real Estate Home Inspector.  He has worked at the office of General Engineering Company for over 13 years.

Mr. Jankowski has worked in numerous municipalities handling both building inspection and zoning matters. His experience includes ordinance interpretation, ordinance proposals, enforcement actions and duties related to on-site issues and plan review. 

Mark leads our Building Inspection Division at GEC and is involved locally in both community and church projects.  Mark resides in Portage, Wisconsin, with his family.

Scott J. AndersonScott J. Anderson, PE, Project Engineer

Scott Anderson is a civil engineer helping private and municipal clients achieve their goals.  Scott has been with General Engineering Company for eight years and is well rounded in the areas of land development, stormwater management, erosion control, layout, design, and construction of infrastructure projects. 

Mr. Anderson works directly with various regulatory agencies to gain all approvals and permits.  In his free time, Scott enjoys competing in triathlons, running, basketball, and watching sporting events.

Jason J. JacksonJason J. Jackson, CDT, Project Coordinator

Since joining the team at General Engineering Company in 2001, Jason Jackson has successfully completed hundreds of projects and has assisted GEC in becoming one of the area’s leading firms for municipal and private development projects.

Mr. Jackson manages projects from the budgeting and conceptual phases through design and final completion. He is commonly the client’s contact even years after the owner has fruitfully utilized their new facilities. He has a keen ability to understand and embrace the client’s overall needs, acting as if each project were his own.

Mr. Jackson's diverse blend of expertise in code enforcement, facility design, public presentation, project estimating and construction contract administration allows him to work closely with all the departments at GEC. He is also a standing member of the Construction Specifications Institute, Wisconsin Housing Alliance, and Southwestern Wisconsin Building Inspectors Association. 

Jason resides in the Adams-Friendship area and you may frequently see him with his wife and two daughters at local events. He currently sits on the Board of Directors for the local Little League, coaches his daughter’s teams, and assists in many other community organizations. He also frequents the basketball court himself for a competitive game of hoops.

Svet R. RoussevSvetoslav S. Roussev, PE, Project Engineer/GIS Services Manager

Svet Roussev is a registered professional engineer in the state of Wisconsin and has worked at the office of General Engineering Company for over 10 years.

A graduate from the University of Architecture, Civil Engineering and Geodesy: Sofia, Bulgaria (M.Sc.), Mr. Roussev moved to Madison, Wisconsin over a decade ago.  His principle engineering scope is in structural and civil engineering, as well as GIS and mapping.

Mr. Roussev’s projects include structural design for municipal facilities and garages, commercial building design, sign design, dam rehabilitation design, water and wastewater treatment facility design, zip line and waterslide towers, commercial canopies and shade sales.  Additionally, he has taken part in street and infrastructure improvement projects, nonmetallic mine designs and reclamation plans, grading designs and digital surface modeling.   He is also responsible for General Engineering Company's GIS program, which has been successfully adopted by some of our municipal clients.

Lynn M. BradleyLynn M. Bradley, Environmental Project Manager/Grants Administrator

Lynn Bradley has worked at the office of General Engineering Company for four years as the Environmental Project Manager.  Ms. Bradley has over 20 years experience in the environmental field, including the preparation of Phase I and Phase II Environmental Site Assessments, subsurface investigations and soil and groundwater remedial activities.  Ms. Bradley has successfully provided consulting services for numerous contaminated sites through closure in a cost-effective manner. Ms. Bradley is a Certified Petroleum Environmental Clean-up Fund (PECFA) Consultant, and is knowledgeable in the Department of Safety and Professional Services (DSPS) and Wisconsin Department of Natural Resources (WDNR) requirements to achieve closure.

 In addition, Ms. Bradley is knowledgeable and successful in the preparation of Brownfield Site Assessment Grants, and Brownfield Economic Development Grants for municipal and private sector clients.  Ms. Bradley has also prepared many applications for financial assistance through Community Development Block Grants, Rural Development and Stewardship Grants.

 Lynn resides on a small farm in Dalton, Wisconsin, and her two children currently attend Cambria Friesland School District, in Cambria, Wisconsin.

Erik D. HenningsgardErik D. Henningsgard, PE, Project Engineer

Erik Henningsgard  graduated from the University of Wisconsin-Platteville in 2002 with a bachelor’s degree in civil engineering.  He has worked at General Engineering Company since graduation and has experience in a wide variety of projects.

Mr. Henningsgard serves as the municipal engineer for several communities in the area.  As a municipal engineer he is experienced in rehabilitation projects for streets, wells, lift stations, and other projects.   He also provides review of private developments for compliance with local and state ordinances in order to best serve his community.

Mr. Henningsgard has also been involved with several private developments for site planning including site layout, grading, storm water management, utility extension, and local and state approvals.  Private projects he has been involved with range from small park shelters to multi-million dollar shopping center improvements.

Erik’s experience with both public and private clients allows him to provide a high level of service and expertise with whomever he is working.

Mark C. CarlsonMark C. Carlson, RLS, PE, CST, Surveying Services Manager

Mark Carlson is a registered professional engineer, land surveyor, and certified soil tester in the state of Wisconsin. He has almost 30 years of experience as a civil engineer, over 20 years of land surveying experience, and has worked at General Engineering Company since 2006.

Mr. Carlson is a graduate of UW-Madison (BSCE) and the University of Dayton (MBA). His work experience includes operating a family owned land surveying business.

As manager of surveying services, Mark is involved in performing mortgage inspection surveys, topographic surveys, plats of surveys, ALTA surveys, certified survey maps, subdivision plats, and condominium plats.
